It is governed by the Amparo Law (Ley de Amparo) in force since 2013, which distinguishes two routes: indirect amparo, brought before a district judge against acts within or outside a trial, self-executing laws, or acts of irreparable harm; and direct amparo, filed before a collegiate circuit court against final judgments, awards, and rulings that end the trial.
One of the most valuable effects of indirect amparo is the suspension of the challenged act, provisional and definitive, which prevents the authority from executing the act while the merits are resolved. In criminal matters it allows, for example, arrest warrants to be challenged; in tax matters, to halt the collection of assessments; and in administrative matters, to stop closures or demolitions. The suspension may be conditioned on a bond when it affects third parties or the tax interest.
The principle of finality (definitividad) governs: as a general rule you must first exhaust the ordinary remedies, save for the exceptions the law itself recognizes, such as acts affecting personal liberty or persons not party to the trial. Legitimate interest (interes legitimo) also applies, which broadened standing beyond the traditional legal interest.
Against the amparo judgment lies the appeal for review (recurso de revision) before the collegiate courts or, in cases of importance and transcendence, before the Supreme Court of Justice of the Nation (Suprema Corte de Justicia de la Nacion), which sets binding criteria through jurisprudence.

Process and timelines
Indirect amparo is filed before a district court; the general deadline is 15 business days from when the act becomes known, extended to 30 days for self-executing laws and with no deadline when life or liberty is affected. The suspension is requested, justified reports are submitted, there is a constitutional hearing, and a judgment. Direct amparo is brought within 15 days before the responsible authority, which forwards it to the collegiate court. A case usually lasts from 6 to 18 months; the review may add several more months.
